Cheers for the info Gareth. For other observers that’s the path that runs round by Penarth Head towards where the Black Redstart usually is during the winter. This is something to do with stabilisation work on the cliff face, which will also take place round along the stretch towards Penarth. Earlier in the year there was quite a large landslip by the outer harbour section.
